Pre-Disaster Mitigation (PDM) Grant

The Federal Emergency Management Agency (FEMA) provides funding through Pre-Disaster Mitigation (PDM) grants for planning, projects or public awareness to reduce flood risks to the population or structures disasters.

The PDM grant is a nationwide competition for funds for planning and projects that reduce or eliminate flood disaster damage, reconstruction and repetitive damage.

Each year, during the application cycle, FEMA will release the funding amount and the year鈥檚 priorities. All projects must be aligned to goals and objectives identified in the current, FEMA-approved, local, state or tribal Hazard Mitigation Plan (HMP).

PDM funds can be used for planning, projects and public awareness about reducing losses before a disaster strikes. Typically, PDM project include saferooms, generators, sirens, and hazard mitigation planning and development.

Healthy watershed options like floodplain restoration, greenspace and bioretention can be eligible for FEMA funding if they are included in your community鈥檚 FMP and HMP.

Local governments are sub-applicants and must apply to their state Hazard Mitigation Officer during the open application cycle. Applications that meet the program requirements are prioritized and forwarded on to FEMA Regional Office where the funding decisions are based on agency priorities and the most effective use of grant funds.

All sub applicants鈥 PDM projects must result in a mitigation plan adopted by the jurisdiction and approved by FEMA.
